“Tehran Governor Mohammad Sadeq Motamedi announced that 700 mosques in 22 districts” of the capital have been identified for use in crisis situations, to be used as shelters and support in the event of “difficult scenarios.”
Referring to the crisis management plans, he said that these mosques are to be prepared with equipment such as solar panels, generators and other energy generators, as well as water reserves and emergency food and shelter facilities, so that they can be used in times of crisis such as war.
According to the Tehran Governor
this plan was developed “within the framework of increasing urban preparedness” to face emergencies and aims to “provide infrastructure for rapid response in times of crisis.” However, he did not provide further details about the timing of this plan’s implementation or how these mosques will be fully equipped.
These statements come at a time when the lack of safe infrastructure in times of crisis, such as shelters, has always been a concern in Iranian cities in recent years. In the two 12-day wars with Israel and the war with the US and Israel, reports showed that the Islamic Republic had not provided standard public shelters for citizens in many cities in recent years.
Also during the same conflicts, there were numerous reports that indicated the frequent use of public places such as schools, stadiums and universities as human shields. Now, the transfer of gatherings and emergency functions to mosques has been proposed, while there is no evidence that these places are safe from airstrikes.
